They have to refuel often because the government gives the ships barely enough to get to their destination. Japan's fueling port is generally meant for the Sky Pirates who the Eastern Confederacy is more friendly towards, but lately even Aerial Navy ships have docked there. |

It boasts that it can reach all the way to the stratosphere, hence its name, but it can only reach about halfway to the stratosphere. It is the most famous hotel in the world and is often considered neutral territory and many conventions concerning the government are held there. |
